Toddler Toy Safety: Age Ratings, Small Parts, and Materials
Most toy safety information written for parents is either a list of things to be frightened of or a company reassuring you about its own products. This guide is meant to be neither. It explains how the U.S. rules actually work, what the labels and warnings mean, and what's worth asking any seller — including us — before you buy.

How toy age grading works
The age range on a toy is set primarily by safety testing and hazard analysis, not by an assessment of what a child can cognitively manage. This is the single most misunderstood thing about toy labels.
In broad terms:
- Under 3 — toys intended for this group must not contain small parts, because children in this range still routinely mouth objects.
- 3 and up — small parts are permitted, and toys containing them that could appeal to younger children carry a choking-hazard warning.
- Higher ratings — often reflect a specific hazard such as magnets, long cords, sharp points, or projectiles rather than complexity.
What this means practically: a rating should be treated as a floor you don't go under, while developmental fit is a separate judgment you make yourself. CPSIA, third-party testing, and the Children's Product Certificate
The Consumer Product Safety Improvement Act of 2008 (CPSIA) is the main federal law governing children's products in the United States. It applies to products designed or intended primarily for children 12 and under.
Under it, a children's product generally must be tested by a laboratory that the CPSC has accepted for the relevant rules, and the domestic manufacturer or importer must then issue a Children's Product Certificate (CPC) based on that testing. A CPC identifies the product, lists the safety rules it was tested against, and gives contact details for the certifying company and for whoever holds the test records.
Two points that are often missed:
The CPSC does not issue CPCs. The company does, on the strength of third-party test results. "CPC certified" therefore means the responsible company has certified compliance — not that a government agency has inspected and approved the item.
A CPC is a document, not a marking. It typically travels with shipments and is provided to retailers and to the CPSC on request. It usually isn't printed on the box, so its absence from packaging doesn't tell you anything either way.
Toys sold in the U.S. are also subject to ASTM F963, the toy safety standard, which CPSIA made mandatory. It covers mechanical hazards, flammability, certain chemical limits, labelling, and more. Alongside it sit specific limits on lead and on certain phthalates in children's products.
If you want to know a product's status, the useful question to a seller is direct: can you tell me what safety rules this item was tested against, and who issued the certificate? A seller who can answer that is worth buying from.
Small parts and choking, in plain terms
Choking is the hazard behind most age ratings on toys for young children, and the test for it is more concrete than people expect.
Regulators use a small-parts cylinder — often called the choke tube — that approximates the dimensions of a young child's throat. Roughly speaking it is about 1.25 inches across, with a slanted base so depth runs from about 1 inch to about 2.25 inches. If a toy or a piece that detaches from it fits entirely inside that cylinder, it counts as a small part, and the toy is not permitted for children under three.
Things worth knowing beyond the test itself:
- Parts that come loose count. Testing includes use-and-abuse conditions — pulling, twisting, dropping — because a knob that detaches is a small part even if it was attached when it left the factory.
- Round and compressible objects are the worst offenders. Balls, marbles, and squishy items conform to the airway in a way that flat or angular pieces don't.
- Siblings change the calculation. The most common way a toddler encounters small parts is through an older child's toys on a shared floor.
- You can buy an approved small-parts tester for a few dollars. It's a reasonable thing to own if you have a mixed-age household.
If you'd rather not buy one: a rough, unofficial substitute is that anything that passes through an empty toilet-paper tube is worth a second look. That is not the regulatory test and shouldn't be treated as one, but it catches most obvious problems.
Why magnets are treated differently
Magnets deserve their own section because the injury mechanism is unlike ordinary choking, and because outcomes are severe.
A single swallowed magnet usually passes. The danger is two or more. Magnets swallowed separately can travel through different loops of intestine and then attract each other through the intervening tissue. The pressure cuts off blood supply, and the result can be perforation, infection, and emergency surgery. High-powered magnets — the small, very strong ones — carry the highest risk.
The critical part for parents: the early symptoms are non-specific. Abdominal pain, vomiting, and general unwellness look like ordinary illness. There may be no witnessed swallowing at all.
If you have any reason to think a child has swallowed magnets, seek medical care immediately and say specifically that magnets may be involved. This is not a wait-and-see situation.
Toy standards address magnets through limits on magnet strength and on whether magnets can come loose, and the CPSC has taken further regulatory action on loose high-powered magnets in consumer products. Practically, for a household with a toddler: keep magnetic construction sets, magnetic building tiles, and any adult magnetic desk toys well out of reach, and check periodically that magnets remain firmly embedded in the toys that contain them.
Wood finishes, paints, and coatings
Wooden toys carry an assumption of safety that the material alone doesn't earn. What's on the wood matters as much as the wood.
Common finishes on toys:
- Water-based paints and stains — the usual choice for coloured wooden toys, low in solvents.
- Beeswax — food-safe when pure, gives a soft sheen, needs occasional reapplication.
- Plant oils — linseed, tung, walnut. Worth noting that "boiled" linseed oil generally contains metallic drying agents and is not the same as raw. Walnut oil is a consideration if there's a nut allergy in the household.
- Shellac — a natural resin finish, food-safe in its pure form.
- Unfinished wood — no coating at all, which is its own kind of answer.
On the chemical side, U.S. rules set limits on lead in both paint and substrate and restrict certain phthalates in children's toys. Compliance with those limits is not optional for products lawfully sold in the U.S.
A note on language: "non-toxic" is not a regulated term in the way people assume. It appears on a great deal of packaging and means whatever the seller intends it to mean. It is a much weaker signal than a specific answer about which standards a product was tested against.
Also worth asking about: how the toy is constructed. Solid wood behaves differently from plywood or composite board, and glued laminations and applied veneers can separate over years of hard use.
Cords, strings, and pull toys
Anything with a cord introduces a strangulation risk, which is why toys intended for the youngest children have strict limits on cord and string length. Pull toys are the common case — and the risk rises sharply once a child can pull the toy into a crib or wrap a cord around themselves.
Reasonable household practice: keep pull toys out of sleep spaces entirely, don't extend or replace a cord with a longer one, and retire any pull toy whose cord has been knotted, spliced, or lengthened.
Checking and maintaining wooden toys over time
Wooden toys last for years, which means they need occasional attention that plastic ones don't.
- Run your hand over it. Splinters and raised grain develop with use, especially after a toy gets wet. Fine sandpaper and a reapplication of finish resolves most of it.
- Check joints and glued parts for movement — a wobbling wheel or knob is a small part waiting to happen.
- Check for cracks in anything that gets dropped or stood on.
- Confirm magnets are still seated in any toy that contains them.
- Clean with a damp cloth, not submersion. Soaking raises grain, loosens glue, and can warp a piece permanently. Dry it properly afterwards.
When to retire a toy
Retire it when a piece has broken off and can't be securely reattached; when a crack or split has produced a sharp edge or a point; when a magnet is loose; when a cord has been altered; or when a repair would leave a part that could detach again. Handing a damaged wooden toy down to a younger sibling is the specific case worth being firm about, because the younger child is usually the one for whom the damage matters most.
